Starter Relay Wiring Question

I'm rewiring the car with the K&R Circuit Board. It is different that wiring old school as all the relays and other circuitry is on the board. The 1st photo is my current starter relay. I have an exact replacement I'll use just for appearance. The second photo is the starter relay diagram.

So on my Mopar relay is 2 the ground and 4 the starter switch? If so, what's the 3 - Neutral Safety?

Closer inspection of the diagram, the starter Solenoid is completely eliminated from Firewall as its function is handled on the circuit board. Since the engine is pretty tight to the firewall, it was a bitch getting my hands in there to snip the zip ties and route.
