Doug Duell actually turned me onto this.
The heart of Open Road is a phone app. The bottom line is that they have a network of diesel retailers offering up to 40 cents a gallon off the cash price of diesel. They charge a $1 a transaction plus the amount of fuel used. They then hammer your checking account for that amount.
You have to apply online, with your checking account information. They verify the account and a few weeks later you get your card. You link the card to the app. The app shows a map of the nearby stations and the discounted price of diesel.
